Add markdown summary of hardened and unhardened chainguard-actions repos 
Extend the crawler with --output-markdown to generate a report with:
- Table of repo@tag pairs where hardening fixes were applied
- Table of repos with no hardened tags, listing all git tags and which
  have HARDENING.md

Includes full crawl results for all 806 chainguard-actions repos.
